The first Cass report was made available to the Coroner directing Peach’s inquest, Dr John Burton, and to the counsel for the Metropolitan Police.

Cass had made very specific findings as to who he thought had killed Peach, when and how, and had compiled a considerable volume of evidence. He had already interviewed most of the witnesses, and he believed that his investigations had shown that a small group of officers – the key suspects – had lied to him.

His report was not made available to the family until more than two decades later.
